Specifically, under California Sales and Use Tax Regulation 1599: “Tax applies to sales of gold or silver bullion”, and “Tax does apply to sales of coins as collector’s items or as an investment.” The aforementioned exemption is explained under section three of the regulation, dealing with the bulk sale of monetized bullion, non-monetized silver or gold bullion, and numismatic coins as long as the purchase price is $1,500 or more.
