This applies to all goods and services, including when you buy silver and gold bullion in California.
When buying gold and silver in California if your purchase is over $1,500 and constrained to a single bullion dealer, an exemption is available. Specifically, under California Sales and Use Tax Regulation 1599:  “Tax applies to sales of gold or silver bullion”, and “Tax does apply to sales of coins as collector’s items or as an investment.” The aforementioned exemption is explained under section three of the regulation, dealing with the bulk sale of monetized bullion, non-monetized silver or gold bullion, and numismatic coins as long as the purchase price is $1,500 or more.
